BOARD OF DIRECTOR’S MEETING/TELECONFERENCE

JULY 26, 2007

 

 

 

A meeting of the Board of Directors of the Four Winds Beach Resort Condominium Association, Inc. was held at 11:00 AM, July 26, 2007 at the resort.  Present were President Joe Walsh, Director Bill Cunningham, General Manager Nancy Yoder, Four Winds Owner Bill Thomas and air conditioning contractor Wayne Rigg.  Attending by phone were Treasurer John Tanner, Secretary Paul Erickson, and Directors Shirley Schilla and Jay Walters.

 

AIR CONDITIONER REPLACEMENT:

President Walsh called the meeting to order, and explained that the purpose of the meeting was to discuss the opportunity to replace six of the Resort’s air conditioning air handlers and compressors for a total price of $10,600, which would be a tremendous savings.  He pointed out that the units would all be new and would be warranted for 5 years, “2 years full on the labor.”  President Walsh explained that this issue could not wait until September because the price was based on getting the project approved by the end of July. 

 

At President Walsh’s request, Treasurer Tanner explained that, due to rising air conditioner prices, he, Nancy and Mr. Rigg had recently completed a survey of the existing air conditioning equipment, which identified the units that needed to be replaced within the next 12 months due to age.  He explained that the Reserve budget he was preparing for 2008 called for these units to be replaced within the next year in any case, and that there currently was enough money in the aggregate air conditioner reserves to cover the proposed unscheduled expenditure.  He pointed out that one of the units the Board was being asked to approve was already replaced due to failure, and the trouble with postponing this project was that owners and guests were increasingly likely to be inconvenienced during their stays as the aging air conditioners malfunction. 

 

In answer to Secretary Erickson’s question, Treasurer Tanner explained that the $10,600 would buy the Association 7 air handlers and 6 compressors.  He also pointed out that the Association was saving electrical costs as the efficiency of the air conditioners was improved.  Director Walters asked why this issue was now urgent and had to be dealt with by a phone conference, when it had not been discussed as recently as the May meeting.  Treasurer Tanner said that he would not characterize the situation as an emergency.  The Board could continue to deal with the repairs on the degraded units as they crop up, but it will be more expensive, and Mr. Rigg had identified the units most in need of replacement and been able to offer a special price.  President Walsh emphasized that the reason this was being considered was cost efficiency.

When asked if other bids had been taken, Nancy explained the competing bid for a single complete system was $3,374 (the equivalent of $20,244 for six units), as well as a comparable verbal bid from Unique Air.  Mr. Rigg explained that he was able to underbid his competition because he did not have the overhead of larger companies.  Secretary Erickson said he thought the proposal was a “no brainer” and recommended that the Board accept the bid.  Mr. Rigg said he would need four or five days to complete the entire project.

 

Secretary Erickson moved that the proposal be approved.  Director Cunningham seconded the motion, which then carried unanimously.

 

ADJOURNMENT:

President Walsh asked for a motion to adjourn.  The motion to adjourn was made by Director Schilla and seconded by Secretary Erickson.  The motion then carried unanimously.  President Walsh thanked the Board members for their participation on such short notice.  The next scheduled meeting of the Four Winds Condominium Association Board of Directors is the Budget Workshop, September 11, 12 & 13, 2007.
